Affordable Housing – Bet Ha'am Project

A project for affordable, low-cost rental housing is planned as part of the Beit Ha’am Campus, adjacent to the Gerard Behar Auditorium. This will be carried out as part of the renovation and conversion of a section of the existing building and the addition of a number of floors.

The project encompasses 80 residential units of 1-2 rooms (studio apartments and two-person apartments) and public facilities for the residents’ use, such as a lobby, café, laundry room, etc.

The Triangle Lot, Low-Cost Rental Housing

A project for affordable, low-cost rental housing in the Triangle Lot, located in the area north of the junction between Ussishkin and Menorah Streets.

The proposed eight-story building will consist of 130 residential units of 1-2 rooms (studio apartments and two-person apartments) and public facilities for the residents’ use, such as a lobby, kindergarten, commercial premises, laundry room, etc.

Chaim Center Bet HaKerem

The proposed project is a located on a 50,000 square meter lot between Herzl Boulevard and Shmuel Bait Street in the Ziv and Marcus Makif School grounds, opposite Shaare Zedek Hospital.

The proposed project encompasses traffic infrastructure improvements in the lot’s area and additional buildings, including schools, kindergartens, community and sports centers, a commercial area, protected housing and clinic, affordable housing, etc.

Student Accommodation – Central Student Campus, Musrara

The project is planned to provide accommodation in the Jerusalem Young Adults Center (Merkaz Tzei’irim) on the Musrara Campus, located east of Shivtei Yisrael Street and north of Elisha Street.

The proposed building is slated to consist of six floors with 100 beds in three housing unit models (two-person apartments, studio apartments and micro-apartments), with a day care center on the ground floor.

Lot Marketing

In cooperation with the Israel Land Authority, we are promoting the marketing and tendering of the state-owned lands in the project’s area. In 2020, we successfully sold two of the project’s building lots, and in the coming two years, additional tenders will be published.

Statutory Planning

The “Eden” Company is currently developing the updated Jerusalem Gateway plan which will facilitate the implementation of the Jerusalem Gateway Quarter Project by increasing the building rights, adding building usage options, creating and defining parameters for design and construction, and setting best practice standards in accordance with the LEED guidelines for green building.

Public Urban Space – Design and Planning

TOPOTEK 1, the internationally acclaimed architects, were chosen to design the Gateway’s public urban spaces following an international architecture competition. The project’s public urban spaces are to be upgraded and will be constructed to a high standard, creating an attractive, vibrant, dynamic urban environment.

Ha'Uman Street Upgrade

The Jerusalem Municipality and ‘Eden’ are preparing to begin work to renovate Ha’Uman Street as part of the master plan to develop the urban public space as part of the transformation of the Talpiot district.

Work is expected to begin in 2021 and will take about 18 months.

The works are part of the project to renew the sewers, drainage, water, electricity and communications infrastructure, and the creation of bike lanes and pedestrian boulevards between Pierre Koenig Street and the Railway Park. Renovations will include landscaping, new street lighting and street furniture, as well as repaving of the road, renovating the sidewalks, creating new parking spaces and burying underground garbage receptacles at Ha’Uman 20. The overhead electric cables adjacent to HaSadna Square will also be buried and the intersection will be traffic light-controlled.

Pierre Koenig South Project

The municipality of Jerusalem, through the ‘Eden’ Company, has completed the first phase of the continuation of Pierre Koenig Street southwards to join Moshe Baram Way.

The works on Phase 2 will be carried out on the section between Moshe Baram Way and Ha’Uman Street. The work includes infrastructure works, road paving, sidewalks and a bicycle lane, traffic lights, lighting, landscaping, and street furniture.

The project is the implementation of the approved (TABU) urban master plan No. 71951 to open Pierre Koenig Street south for a further 500 meters to link it to Moshe Baram Way. The area covered by the plan is 93,300 square meters. Building rights according to the urban master plan include 60,000 square meters of commercial space, 190,000 square meters of business space, and 10,000 square meters of public buildings.

 

 

In this way, a 1.5-kilometer-long central avenue will be created with 30-story buildings built on privately owned lots, creating a transportation axis, commercial and workplaces, entertainment and homes, which will stretch from Moshe Baram Way to the Oranim Junction at its northern point. This is the infrastructure flagship project of the Talpiot area renewal project and its reincarnation as a mixed-use area which also includes the construction of thousands of housing units. Work on the light railway that will traverse the area in the section between HaParsa Street and the Oranim Junction is scheduled to begin in March 2022.

Presently, three major private construction projects are in progress along Pierre Koenig Street. The Triumph lot, the Bezeq-Kolmobil lot, and the Kiryat Ono College in the Zol U’begadol lot. These projects encompass tens of thousands of square meters of commercial and office space which will become available within three years, alongside residential units built according to the building rights provided as part of the new master plan.

Stage 1 of the project has been completed and connects Moshe Baram Way and Ha’Uman Street.  

Stage 2 of the project was begun in 2020 and includes temporary neighborhood enhancement works in the section between Ha’Sadna and Ha’Uman Streets.

Stage 3 will involve the construction of an underground public parking lot that will provide 600 parking spaces beneath the length of the main thoroughfare as part of the integrated transportation and parking concept for Talpiot. Above the parking lot will be built the Ha’Uman to Ha’Sadna Street section.

Placemaking – The Boulevard Project

The renewal project for Pierre Koenig Street in Talpiot’s industrial zone includes the reorganization of traffic and infrastructure on 4,000 square meters on the eastern side of the street, redesigning the view and street furniture, and incorporating five shade structures with a number of different uses. It should be noted that this renewal is only a temporary measure, as it is in the planned route of the blue line of the light railway and is expected to be removed with the start of construction in the coming years.

Urban Public Space Planning

In 2013, the planning authority authorized the master plan that aims to transform the old Talpiot industrial zone into an urban mixed-use commercial, business and residential center. The plan designates Talpiot as an integrated urban center which will lead Jerusalem in the availability of commercial and office space, alongside an increase in residential units.

The Jerusalem Municipality and the ‘Eden’ Company have planned in advance the management of the new urban reality. Public involvement in upgrading the Talpiot area is both integrated and multidimensional and utilizes the best practice models applied worldwide to physical design and development of public space, upgrading accessibility and connectivity, business development and networking, and encouraging the cultural environment of the area in cooperation with the local community.  

The Talpiot area is undergoing a dynamic transformation, from functioning as an industrial zone to becoming a vibrant, attractive business and service center for new companies, their customers and clients. 

The business survey undertaken by the ‘Eden’ Company in 2016 reveals a diverse business community with a number of identifiable types of businesses such as automotive, building, commerce, workshops and light industry, food and catering, as well as an array of business peripherals and financial services. The area provides premises for art and culture groups and is fast becoming a home for over 60 start-ups and hi-tech companies.

Talpiot creates a fertile environment for start-ups with a wide variety of creative spaces, both individual and coworking, which are generally available at a reasonable cost. The network of connections between the various industries attracts new businesses that can immediately benefit from the wide range of supporting services available.

Talpiot is distinct from the city’s other commercial areas by the wealth of its connections, engagement, creativity, available large workspaces and the adjacent residential opportunities.

The momentum of urban renewal and the development of public space in the Talpiot area create an opportunity to position Talpiot as a dynamic, attractive place for business and commerce, a place to encourage creativity and the creative sector, and as a shopping, entertainment and culture district that serves the city’s residents and visitors from morning to night, offering new insights every day.

Talpiot Master Plan

Area: 1,200,000 square meters. Limits: Hebron Road, Moshe Baram Way, the railway tracks and Rivka Street

The character of the area will be changed so that it will function as the main commercial and business district in the southern part of the city. To achieve this, and in light of the trends that have emerged in the area, the plan will change the designation of Talpiot from an industrial zone into a commercial, business, and small business district. The commercial designation will permit event halls, hotels, academic and other institutions to function in the area, with light industry and workshops continuing inside the enclosed building spaces.

 

 

 

On the eastern and western edges of the area are existing residential neighborhoods, and these have also benefited by receiving permits for additional floors, enlarged building rights on new builds, and renewal through additional stories for existing buildings, either by adding to the original building or demolishing and building a new one in its place. The new light railway line will pass through Pierre Koenig Street, the busiest street in the area. The plan includes lengthening this street to meet Moshe Baram Way, creating a busy, wide boulevard.

The master plan was approved in 2021 by the district planning committee. The plan outlines the policy for the area, and anyone wishing to participate in its implementation should submit a detailed plan within the guidelines of the master plan.

Damascus Gate Project

The project is located at the entrance to the Damascus Gate Plaza. The area has historic importance and is located at the point where the western and eastern parts of the city intersect.

The city master plan (TABA) proposes to develop the area which has both historic and national significance and includes a public plaza with hotels, commercial and entertainment premises, while taking care to preserve its lively urban ambience.

The urban design and landscaping of the area is planned to integrate the existing national park and façade of Damascus Gate with underground parking for private and public vehicles and a public transportation terminal, an incoming logistics terminal for unloading and distribution of supplies for the Old City and Damascus Gate markets, and an area for municipal and emergency services.

Sultan Suleiman and Salah al-Din

This plan was initiated in 2020 to upgrade the two main commercial streets of the eastern central business district. The upgrade will be carried out simultaneously with the provision of solutions for traffic and parking in the area as part of a major restructuring of the street space in order to reduce congestion. This will be achieved by widening the sidewalk to ease pedestrian flow and encourage and increase business activity in the area.

Damascus Road (Derech Shechem)

The street’s upgrade was completed in 2016, during which the street was optimally adapted for pedestrian traffic to support local businesses in the area. Trees were planted and street furniture was installed along its length.

Northern Central Business District (CBD)

The northern CBD is an area rich in commerce, residential and national educational institutions which together represent an active, vibrant urban space. In the absence of alternative urban spaces, the ‘Eden’ Company has actively promoted the upgrading of the streets of the northern CBD over the past few years. Upgrading the streets is intended to reduce traffic and congestion in the area by creating an efficient public transportation service and encouraging pedestrian traffic, with minimal use of private vehicles in the area.

Among the upgraded streets are Kerem Avraham Street, Zichron Moshe Street, Mekor Baruch (currently being upgraded), and Meah Shearim (currently being upgraded).

Upgrading Public Spaces

The ‘Eden’ Company specializes in high-standard upgrading of public spaces, mainly of pedestrian malls and high foot-traffic streets, as part of our innovative philosophy of traffic in the town center. The current and future routes of the light railway will make downtown accessible through an excellent public transportation system, with very limited access for private vehicles in the area. 

The relocation of Israel Railway’s intercity train service to Navon Station downtown is expected to complete the process and convert the city center into a major transportation hub, rounding out the many upgrading and renovation works done in the past and finalizing the roads’ future upgrade. 

Streets previously upgraded include Coresh, Shlomzion HaMalka, Yannai, Shimon Ben Shetach, Ben Sira, Agron, Shlomo HaMelech, Chavazelet, Hillel, Shamai, HaHistadrut, Munbaz, Yavetz, Agrippas, Yoel Moshe Salomon, and Menashe Ben Yisrael.

Squares previously upgraded include Generali, Zion Square, Davidka Square, Ki’akh Square, and Chatulot Square.

 

HaNevi’im Street

One of Jerusalem’s main streets, HaNevi’im boasting many historical architectural gems of the 19th and early 20th century. The upgrading works are intended to reinvigorate and renovate HaNevi’im Street and highlight its uniqueness as a living historic museum. 

The public space will undergo reorganization and be made accessible with preference given to pedestrians, while a creating an integrated local and unique vernacular for the street.

The Nachlaot Neighborhood

Nachlaot is one of the city’s neighborhoods most visited by tourists, who enjoy meandering around its enclosed courtyards. Upgrading the public urban space is intended to make the area more accessible and safer with priority given to pedestrian traffic, while creating an integrated local vernacular which will help preserve the unique historic nature of the street.

Downtown as an Urban Campus

‘Eden’ is working in a number of arenas to promote and consolidate the town center by investing in existing academic centers and establishing new ones, with an emphasis on art and culture, in order to transform the area into an urban campus which will attract people to the city center. The Menora Campus is the project’s flagship, along with additional projects:

The New Bezalel Campus

Bezalel Academy of Arts and Design will relocate to its new campus which is currently being built close to the Russian Compound in the city center. The ‘Eden’Company has finalized the urban space development plan for the area around the campus which includes Gruzenberg, Heleni HaMalka and Mish’ol HaGvura streets. The area is being renovated in parallel with the building works.

Bet Ha'am Complex and the Jerusalem Arts Campus

The ‘Eden’ Company presents a renewed and key campus in the town center. The campus is forging ahead with activities and a number of timeframes. It is an example of the renewal of the city’s fabric that offers unique, mixed-use opportunities based on academic institutions and cultural infrastructure as a catalyst for urban renewal.

The Campus includes the following: 

A. The Kirsh Jerusalem Arts Campus 

Downtown Jerusalem provides a broad stage for the performing arts. Four schools have come together in the new Bezalel Street (corner of Trumpeldor   Street) open campus: the Nissan Nativ Studio, the Sam Spiegel School of Cinema and Television, the School of Visual Theater, and the Center for Middle Eastern Classical Music. The campus consists of three buildings with a large courtyard and café which will be accessible to the general public. 

 

Beneath the campus, a public parking lot was opened in 2020 with 415 parking spaces which will be available for users of the campus.

B. Renovation of Beit Ha’am

The renovation of the Gerard Behar Theater in Beit Ha’am and its conversion into a modern performance auditorium is intended to improve user experience. The auditorium will be the downtown venue to host dance performances and concerts.

C. The Beit Ha’am Dance Center and Affordable Housing

The project for affordable low-cost rental housing is planned as part of the Beit Ha’am Campus, close to the Gerard Behar Auditorium. This will be carried out as part of the renovation and conversion of a section of the existing building and the addition of a number of additional floors.

The project includes a dance center for dance companies which currently use the center, as well as a café and 80 residential units of 1-2 rooms.
